Case Study: Transparency on the Black Sea – Tulcea County Council Streams Meetings with AREC.

Dear ADENA Partners, our case study this month comes from the coast of the Black Sea, from Tulcea County Council in Romania. The council has modernised its main meeting hall to make their meetings more transparent and accessible to voters. With the help of our partner GBC®, they did just that, using the AREC LS-200 for archival and streaming purposes in combination with products of other brands. Tulcea County lies on the easternmost edge of Romania, bordering Ukraine to the north and the Black Sea to the east. Around a third of the county is covered by the Danube Delta, a UNESCO-recognised World Heritage Site and nature reserve. Thanks to its unique location, the county has become a melting pot of cultures and ethnicities: alongside the Romanian majority, there are communities of Lipovans, Roma, Turks, Ukrainians, Greeks, Tatars, and Bulgarians. Such diversity calls for the use of professional AV solutions to ensure transparency and accessibility in the political process, which is why the Tulcea County Council chose to modernise its meeting chambers.

The modernisation aimed to achieve several goals:
To establish a secure electronic voting system.
To enable hybrid participation for speakers.
To improve meeting quality through professional sound and visuals.
To implement a reliable live streaming solution.
To do that, our Romanian partner, GBC®, built the solution around the AREC LS-200 – a versatile two-channel Media Station. It proved to be the ideal choice, as the station can stream to two platforms, such as YouTube or Facebook, while simultaneously recording connected video sources together and separately in Full HD .mp4 format. The LS-200 can store recordings on its built-in 1 TB hard drive, on connected USB or NAS devices, and can also backup files via FTP, SFTP, and Google Drive. In addition to its powerful video creation and backup capabilities, the device features intuitive controls that allow users to start recording and streaming with a single click. This gives operators peace of mind and allows them to focus on other tasks.
In the modernised meeting hall, the station receives video signals from cameras and computers via Extron DA HD 4K Plus HDMI distribution amplifiers, and combines them with audio from the Televic D-Cerno Discussion System, routed through Biamp Voltera A 600.2 audio amplifier. This lets the operators focus on live production switching and use any desired combination of audio and video sources. In addition to capturing the speakers’ audio, the Televic system also manages electronic voting, while the Televic Plixus Gateway ensures secure data transfer within and beyond the network.
The modernised system successfully meets all of the Tulcea County Council’s goals and makes it easier than ever for citizens to participate in and observe the political process.
