Dear ADENA Partners, this time we would like to highlight a case from the Charny-Orée-de-Puisaye commune in France. Thanks to the work of our partner New Solutions Distribution, the municipal council is using the LS-300 Media Station to record and livestream meetings, as well as the CI-T10 with the CI-21H to track speakers and show audience members. Continue reading to find out how our devices help make the work of the local government visible.

Charny-Orée-de-Puisaye is a commune located in the Bourgogne-Franche-Comté region, less than two hours from Paris. While the commune was established just ten years ago after the merger of fourteen villages, it has a rich history dating back to medieval times, when it was an important trading hub, with old churches, castles, and museums dotting the territory.

From the time of its inception, however, the commune did not have a fixed and easy-to-use streaming solution, and instead relied on handheld cameras. This made regular production difficult: the cameras had to be manually operated, video quality suffered, and computer content could not be captured effectively at the same time. It became clear that using professional AV systems designed for such tasks would both save time and improve production quality, so the commune decided it was time for an upgrade. Our partner New Solutions Distribution helped identify and install the right solution, using an AREC Media Station and cameras as the foundation.

LS-300 Media Station

Given that the council wanted the ability to capture computer content, active speakers, and other meeting participants, the choice fell on the LS-300, a 3-channel Media Station. This device can record and stream a mixed video composed of a predefined or user-created video layout, overlays, and background, while also recording each selected video source individually at the same time in Full HD quality. The LS-300 can use a variety of video sources with HDMI, VGA, and network outputs, such as computers, cameras, visualisers, professional AV systems, and other devices.

What makes the LS-300 perfect for a project like this is how easy it is to control. All key features of the device can be controlled through one of its video outputs, via physical buttons, a web interface, RS-232 and TCP commands, browsers on phones and tablets, free software for computers, and more. Using these control methods, the operator can easily manage the production flow: adjust how recording and streaming are carried out, control cameras’ PTZ, and more.

In the commune, the station is responsible for recording and livestreaming council meetings to social media platforms, including YouTube. As video sources, it uses a computer and two AREC cameras: the CI-T10 and the CI-21H.

CI-T10 IR Tracking Camera

The CI-T10 is an IR tracking camera with 10x optical zoom, as well as network and USB outputs. It is responsible for showing active speakers by tracking AM-360 microphone positioners when they are powered on. As long as a powered positioner is within the camera’s field of view, it will track it exclusively, even in a crowded room. Various aspects of this tracking behaviour can be configured, including the tracking mode, auto zoom, X and Y offsets, and more.

CI-21H PTZ Camera

The CI-21H is also a camera with 10x optical zoom, but with HDMI, USB, and network outputs. What makes it special is the tally light integrated with AREC Media Stations. The light turns on when the station starts recording, serving as a simple notification to everyone that recording is in progress.

Thanks to the installed AREC solution, the commune is now able to share its work much more easily and conducts streams frequently. They use many of the LS-300’s production features, including theme switching and camera control during streams, which you can see for yourself on the organisation’s official YouTube page.
